Request for criminal prosecution and legal reform regarding sexual abuse of animals

Dear Sir or Madam,

I am writing to express my deep concern and outrage regarding the recent reported case of sexual abuse of a street dog in Tirana on February 17, 2026, allegedly involving an individual named Bilal Muci.

​

This case, along with previous incidents, highlights a serious gap in both the legal framework and the enforcement of laws concerning sexual violence against animals in Albania. Acts of this nature are not only extreme forms of cruelty but also pose a significant public safety concern.

​

Under Article 207/a of the Albanian Penal Code, the mistreatment and cruel treatment of animals are explicitly prohibited and punishable by law. Sexual violence against animals constitutes a severe form of abuse and therefore clearly falls within the scope of this provision.

I respectfully request:

• A full and transparent investigation of this case

• Immediate legal action against the alleged perpetrator in accordance with the law

• Stronger enforcement of existing animal protection legislation

• Clear criminalization of sexual violence against animals in the new Penal Code

Animal abuse is a form of violence that a modern society cannot tolerate. Accountability and strong legal consequences are essential to prevent further acts and to protect vulnerable living beings.

I urge the responsible institutions to treat this matter with the highest priority.

Silence is not an option and street dogs must be protected.
